Who are the Pirate parties represented here? By which people? Where can I read about the process, how the cooperation is proposed to work, time frame etc

So far there is the PPFR, the PPDE, the PPSE and maybe the PPCZ (sorry if I forget someone).
Technically, everybody can participate to this discussion. No one is officially representing his/her country.
